Casino Bill goes to NH Senate

A bill that would authorize gambling in New Hampshire is about to be voted on.

On Thursday the Senate will be voting on a measure for one casino to be built in the state.

Casino Bill Rejected by NH House

The New Hampshire House of Representatives denied a bill that would have allowed for gaming in the state.

The measure would have allowed for the development of two casinos. Supporters of the measure believed that the casinos would have earned additional revenue for communities and the state. New jobs would have been created by the casinos.

Salem's Rockingham Park was hopeful to have the bill approved.

Opponents believe that the casinos would bring increased crime to the areas.

The bill was rejected by one vote.

Millennium Gaming Hosts Lunch to Show Casino Benefit

Political leaders from Washington County, PA attended a lunch in Concord hosted by Millennium Gaming. The purpose of the lunch was to discuss the benefits of casinos and how they can help the state.

Millennium Gaming currently operates The Meadows casino and racetrack in Pennsylvania. If a casino was to be built in New Hampshire, Millennium Gaming would also operate that.

Representatives from the Washington County gaming commission spoke about how their casino has paid millions in revenues to their state.

A former state Trooper and Sheriff also spoke at the lunch. He admitted seven years ago when the casino had opened he was concerned how it would effect the area. He was worried that the casino would attract prostitutes. He was also worried about the gaming and drug addicts that the casino would bring.

However, he also noted that there was no change in the amount of crimes that the community reported. There were also no rise in homelessness, or treatment for gambling addiction.

It was also reported in other studies that there was an increase in white collar crime, and drunk driving, around the casino. An increase in gambling addiction was also reported in those studies.

NH Casino Expansion Stalls in Senate

CONCORD, NH - New Hampshire state senators voted 13-11 last week to reject a measure that would have allowed video lottery at race tracks in Salem, Seabrook, Belmont and Hinsdale. They also voted 16-8 in favor of increasing taxes on Texas Hold'em and other poker games run by non-profit organizations.

Lou D'Allesandro, senator from Manchester and sponsor of the video lottery bill, argued the state needs the millions of dollars that gambling would generate for the state. Opponents say it would increase crime, unemployment, and prostitution.

Hudson Republican Bob Clegg said lawmakers should allow video lottery instead of taxing games run for charities.

NH Gambling Bill Would Legalize Video Slots

CONCORD, NH - State Senator Lou D'Allesandro is promoting a new gambling bill to legalize up to 7,000 video slot machines in the state. They would be licensed to venues like Rockingham Park and other race tracks. It would also include the grand hotels in Coos County which once hosted gambling.

D'Allesandro is the vice chairman of the Senate Ways and Means Committee where a hearing is scheduled February 19th on the measure.

Under the bill each application would pay a $100,000 plus a processing fee of $50,000. If accepted, horse racing tracks would $15 million for an initial licensing fee and $1 million for a yearly renewal. Dog tracks and hotels would pay $5 million initially and $500,000 for a renewal.

If Rockingham and three smaller venues apply, the state would receive a one-time payment of $30 million.

In addition to the licensing fees the state would receive 42% of the net revenues. The state Lottery Commission estimates this to be $272 million a year. Towns with race tracks would receive 2% of the revenues. These payments are estimated to total $13 million a year.

Millennium Gaming Inc., of Lakeland, Colorado, is interested in reviving live racing at Rockingham Park if the Legislature would be willing to authorize 3,000 slot machines. In return Millennium has offered to pay the state $150 million a year.

Governor John H. Lynch is skeptical the bill will be enacted. 'It's not going to happen this year. There is not the political will for it to happen. Unless I am absolutely convinced it wouldn't have an effect on our quality of life, I wouldn't even entertain a discussion about supporting it.'

CONCORD, N.H. (AP) — The New Hampshire House once again rejected casino gambling on Wednesday, voting down a proposal that would have legalized two venues that supporters said would have provided badly needed revenue.

“Casino gambling will not be an asset to New Hampshire,” Democratic Rep. Patricia Lovejoy, a longtime casino opponent, said. “All New Hampshire can expect are hometown convenience casinos that pull money out of the pockets of our residents, not destination resorts attracting out-of-state residents.”

Casinos have never passed the House, but supporters and opponents alike were expecting a much closer vote than the roughly 50-vote swing on Wednesday.

“I was kind of shocked by the vote,” said Democratic Sen. Lou D’Allesandro, the prime sponsor of the bill that passed the Senate in March. “I thought we would do much better,”

The bill would have legalized two casinos, one large and one smaller, with initial licensing fees of $80 million and $40 million respectively. Revenue estimates in the bill predicted up to $135 million in annual state revenue, but opponents questioned those numbers. The estimates did not take into account the opening of a casino nearby in Massachusetts.

Supporters of casino gambling have said people who already are spending money at other casinos would either stay in or visit New Hampshire’s gambling halls, providing a revenue boost. But opponents have long argued that legalizing casinos in New Hampshire would bring negative social costs and provide an unreliable source of revenue. The bill included a strict regulatory structure developed by a bipartisan commission last session.

“This is one of the best-vetted pieces of legislation to come down the pipe in a very long time, and I would say probably the best (gambling) framework of any state in the country,” Democratic Rep. Jackie Cilley said in support of the bill.

Opponents also told their colleagues that despite the spending priorities they outlined in the bill — such as $25 million in revenue sharing for towns and cities — a future legislature could decide to use the money differently.

Many Republican representatives rejected the bill because they do not want the state to choose who can and can’t build casinos. Republican Rep. JR Hoell proposed an amendment that would’ve eliminated all restrictions on gambling while a separate amendment would have allowed the state to license more than two casinos. Neither passed.

“If we’re going to have gambling in the state, it needs to be managed under the free market,” Hoell said.

Democratic Gov. Maggie Hassan is a strong supporter of legalizing one casino but said last week for the first time that she likely would have signed a two-casino bill if it included language to strengthen the licensing procedure before allowing a second casino. That provision was dropped from the bill before the final vote.
